CATANZARO. Assemblea dei sindaci e degli amministratori locali il 20 aprile a Catanzaro. Lo ha annunciato il presidente della Regione Mario Oliverio in occasione dell’iniziativa per la stipula delle convenzioni di realizzazione dei Piani integrati di sviluppo locale (Pisl). “In quell’occasione – ha detto Oliverio – discuteremo di come costruire un rapporto di maggiore collaborazione e cooperazione tra i livelli istituzionali. Gli amministratori locali operano in una trincea difficile nella nostra regione, ma le istituzioni locali e i comuni sono i soggetti istituzionali da cui partire per cambiare verso alla governance anche delle risorse europee. L’obiettivo è quello di stringere un rapporto di cooperazione nel merito dei problemi”. “Dobbiamo puntare – ha aggiunto il Presidente della Regione – ad un governo del territorio attraverso strumenti urbanistici che si adeguino con l’obiettivo di consumo zero del suolo. E ancora, riqualificare i centri urbani e recuperare un patrimonio edilizio enorme che costituisce un grande tesoro per la nostra regione con particolare riferimento ai beni culturali, i centri storici. Tutto questo avendo una strategia che sia unitaria. Abbiamo bisogno di un confronto serrato in merito con i protagonisti anche alla luce delle novità della legge Delrio”. “Il 20 aprile – ha detto ancora Oliverio – inaugureremo questo nuovo percorso del rapporto tra la Regione e gli enti locali. Naturalmente lavoreremo perché entro quest’anno sia definita la legge di riordino istituzionale per stabilire chi deve fare cosa e questo è tanto più necessario se si intende evitare la confusione, il danno, la deresponsabilizzazione e, a volte, anche lo scaricabarile. Abbiamo bisogno di un quadro di riferimento chiaro, con responsabilità ben definite per costruire, sulla base di queste, un rapporto di cooperazione e collaborazione tra Regione e enti locali”
