REGGIO CALABRIA. “Il rischio di un esodo di massa dei docenti calabresi verso altre regioni italiane, per effetto dell’art. 1 comma 108 della legge 107 sulla riforma della scuola, costituisce un vulnus per l’assetto democratico della Calabria”. Lo affermano, in una nota congiunta, i capigruppo in Consiglio regionale de “La Sinistra”, Giovanni Nucera, e di “Calabria in Rete”, Flora Sculco. “Non solo perché – aggiungono – questa diaspora è del tutto ingiustificata, visto che ‘gli stessi docenti destinatari di tale provvedimento hanno lavorato ad oggi per almeno 36 mesi nelle province di appartenenza su posti scoperti, quasi tutti attualmente disponibili. Ma soprattutto perché si ravvisa, da parte dello Stato, una sottovalutazione dell’importanza del capitale umano presente nel territorio per il rilancio della Calabria e del Mezzogiorno. I docenti rientrano, infatti, tra le risorse umane più preziose e qualificate del territorio e privare una terra come la nostra che sulla cultura, la conoscenza e la formazione ha urgenza di contare e di investire, è incontrovertibilmente sbagliato. Proprio sui temi così delicati constatiamo, purtroppo, che il pregiudizio ed in particolare la non comprensione di quali siano i termini reali della questione meridionale sono duri a morire. Il sottosviluppo e la criminalità organizzata – sostengono ancora Nucera e Sculco – si sconfiggono sicuramente con l’eccellente lavoro di magistratura e forza dell’ordine, ma è altrettanto necessario che alla repressione dei reati si affianchi la formazione delle coscienze nel segno del rispetto della legalità e dei principi costituzionali: un lavoro a cui sono chiamati gli insegnanti calabresi che debbono poter operare nella massima serenità e con maggiori risorse e strumenti”. Secondo i due capigruppo, che hanno presentato ed illustreranno in aula il 31 agosto una mozione urgente per impegnare la Giunta regionale “a promuovere la questione di legittimità costituzionale”, si è davanti “ad una riforma i cui tratti essenziali prefigurano un indebolimento della scuola pubblica e che rischia di peggiorare, specie nel Mezzogiorno, gli standard complessivi dell’istruzione complessivamente considerata”. Nucera e Sculco affermano, inoltre, di “condividere le istanze del Movimento Docenti Autoconvocati – Cosenza, il Collettivo Insegnanti calabresi – Lamezia, il Comitato per la Scuola della Repubblica – Catanzaro e provincia, il Comitato docenti Crotone, il Comitato docenti Vibo Valentia” e aggiungono che “in forza del secondo comma dell’articolo 127 della Costituzione, la Regione, quando ritenga che una legge o un atto avente valore di legge dello Stato o di un’altra Regione leda la sua sfera di competenza, può promuovere la questione di legittimità costituzionale dinanzi alla Corte costituzionale entro sessanta giorni dalla pubblicazione della legge o dell’atto avente valore di legge”.
